While it's true a petition may never work, if may I don't think biden is going to bring the mandate. And in the worse case scenario that at&t doesn't dump 802.1x but is forced to unbundle equipment, at&t could be forced to give.
Ajit pai had been lobbied by the cable companies, and in 2020 he pushed a vote and removed the mandate to support cablecard
